The Diffusion of Minimum Living Standard Scheme after the Reform and Open Policy in China: `Decoupling` and `Dualization` in Relation to Institutional Diffusion

The Chinese government has been embarrassed with the social issues such as the geometric increase of mass unemployment and the poor due to the reform and open policy in 1978. And, in order to solve the social problems, minimum living standard scheme (MLSS) which is different with existing public assistance system, is forced to diffuse across China. In this study, we focus on the question whether or not MLSS, which is forcingly spread, is settled institutionally and solve the public concerns of China. And, in order to resolve this question, this research, based on sociological institutionalism as analytical framework, analyzes the background of the appearance of the system, the process of spread in urban and rural areas, and the results of institutional diffusion. There are three main types of the analysis results. First, the reason for the MLSS appearance is that Chinese government tried to recover the loss of `social support.` Second, the diffusion process of the system has gradually been made over the years. Third, the results of the institutional diffusion are the occurrence of `decoupling` and `dualization` constantly deepened across China. In this study, although there has been a quantitative growth in the MLSS, we point out that it is still going round in circles in the qualitative level, based on research findings.
